Stage is set for HR professionals’ meet

The biggest gathering of human resource (HR) practitioners will happen at the 2016 Public Sector HR Symposium on May 23 to 25, 2016 at the Waterfront Hotel, Cebu City.

With the theme, “Managing Transitions in Strategic Human Resource and Organization Development,” the symposium will bring together local and international resource speakers to talk on best practices, tools, and techniques on proactively managing transitions. It aims to enable people and organizations not only to cope with, but also to harness, change leading to dramatic improvements in governance and public service.

The event is jointly organized by the Civil Service Commission (CSC) and the Australian Government through the Philippines Australia Human Resource and Organisational Development Facility.

Last year, over 1,800 HR practitioners from the public and private sectors attended the symposium, which was also held in Cebu.

Confirmed speakers include Cultural Center of the Philippines Board of Trustees Chairperson Emily Abrera who will discuss the role of strategic communication during organizational transitions, Ayala Automotive Holdings Corp. President and Chief Executive Officer John Philip Orbeta, and Pulse Asia Research Inc. President Ronald Holmes.

Speakers from the Australian academe who are lined up to speak during the event include Queensland University of Technology’s director for Human Resource Department Nicole Bunning, University of New England Professor of Management Dr. John Rice, and University of Newcastle Senior Lecturer Dr. Jennifer Waterhouse.

“This is the fourth year we are hosting the Public Sector HR Symposium and as in previous years, the participants can expect to learn much from our seasoned pool of speakers and to share insights and experiences with other HR professionals,” said CSC Chairperson Alicia dela Rosa-Bala.

Chairperson Bala added that the theme of this year’s symposium is aptly timed with the upcoming elections. “We hope this would allow the participants to reflect on the critical role of leaders and HR practitioners in managing transitions, particularly in ensuring a healthy balance between continuity and change, in order to ensure that governance and service delivery are not compromised.”

Top leadership and management gurus featured in HR Symposium

Leading public speaker and corporate trainer Francis J. Kong, entrepreneur and former beauty queen Miriam Quiambao-Roberto, and FranklinCovey Managing Consultant Catherine Nelson, came together for the Public Sector HR Symposium and concurrent Philippine Society for Training and Development (PSTD) National Convention on May 27 to 29, 2015 in Cebu City.

Kong, along with other top leadership and management experts from the Philippines and abroad, discussed various human resource (HR) topics relating to the theme “Transformations Through Leadership Development”. The symposium aimed to highlight the significant role of leaders in inspiring transformation among individuals which, collectively, results in transformation in organizations and communities.

With over 1,800 participants, the HR Symposium is said to be the biggest convergence of HR professionals from government and the private sector. Now on its third year, the event serves as a venue for exchanging information and best practices on developing and managing the country’s workforce.

It was jointly organized by the Civil Service Commission (CSC), the Government of Australia through the Philippines Australia Human Resource and Organisational Development Facility (PAHRODF), and the PSTD.

Bill Tweddell, Australian Ambassador to the Philippines, applauded the organisers for making the event possible. “On behalf of the Australian Government, I warmly congratulate the CSC and PSTD in organising the 3rd Annual Human Resource Symposium…These levels of transformation reflect the way Australia and the Philippines collaborate to achieve our mutual goals of promoting prosperity, reducing poverty, and enhancing political stability not only in this country but in the region,” he said.

The line-up of speakers also included RockEd Philippines founder Therese “Gang” Badoy Capati, HRODF Director Milalin Javellana, Interior and Local Government Undersecretary Austere Panadero, Meralco Senior Vice President Ramon Segismundo, University of Sydney Business School Deputy Dean John Shields, Personi-fi Image Studio Inc. Managing Director and Chief Trainer Abbygale Arenas-De Leon, and PHIVOLCS Director Renato U. Solidum, Jr., among others.

CSC Commissioner Robert S. Martinez said that it is important for HR professionals in government to learn how to develop and harness transformational leaders toward achieving good governance outcomes.

“This is a good learning opportunity for them, as well as for the rest of us in government, to discover what else can be done to improve the character, competence, and continuing development of our public service leaders,” Commissioner Martinez said.

CSC Commissioner Nieves L. Osorio, in her closing message, encouraged the participants to look at the wider perspective in applying what they have learned in the symposium.

“In the public sector, we cannot just be concerned about our own organization’s goals. We are also concerned about our country’s societal goals. HR practitioners are in the thick of this battle as well. You are the ones that push for changes in the areas of competency, goal setting, planning, monitoring, and performance management. These are key elements in ensuring that our organizations fulfill their mandate and hit their targets,” she said.

Australia is a firm supporter of the Philippines in building its public sector human resource base. PAHRODF has been helping partner government agencies build their capacities, competencies, and change readiness which is important in improving overall service delivery. n

Over a thousand human resource (HR) and organization development (OD) practitioners gathered for the HR Symposium 2014 on April 24 and 25 in Cebu City. Themed “Gearing toward ASEAN Integration through Strategic HR,” the Symposium aims to equip the participants with knowledge in the latest international trends and challenges in the HR industry.

The Civil Service Commission (CSC), as the central human resource institution of the Philippine bureaucracy, organized the event in partnership with the Australian Government through the Philippines–Australia Human Resource and Organisational Development Facility (PAHRODF). The event served as a venue for HR and OD practitioners from the government and private sector to exchange strategic HR applications, solutions, and best practices that will help the Philippines move toward ASEAN integration in 2015.

"With the ASEAN Economic Integration in 2015, how are we, HR managers, preparing for it?" said CSC Chairman Francisco T. Duque III in his opening remarks.

“Economic advancement relies on human resources. The Civil Service Commission’s task as the central human resource institution of the Philippine bureaucracy is to ensure that the government’s human resource is set to achieve the development and societal goals of the country,” said CSC Chairman Francisco T. Duque III.

International and local HR experts were invited to speak in the Symposium. They conducted learning sessions on employee meeting mission-critical competencies, coaching as a powerful tool in developing the global leader, change management, knowledge management, transforming public organizations, strategic HR paradigm, attracting and retaining talents for effective public service delivery, and building personal effectiveness through neuro-linguistic programming.

Australian Embassy Deputy Head of Mission David Dutton attended the HR Symposium in Cebu, along with international HR gurus including Ong Teong Wan of the ManagementWise (International) Pte Ltd in Singapore, and Ann Rolfe of Mentoring Works in Australia.

“The Australian Government is honoured to be a partner of the Philippines, particularly the Civil Service Commission, in promoting a functioning, responsive, and capable public service ready to take on the challenges of the ASEAN integration,” said Australian Ambassador to the Philippines Bill Tweddell.n

CSC starts to prepare public sector for ASEAN integration

The Civil Service Commission yesterday launched a new program that will help improve the quality of public service through better human resource systems of government agencies.

The new program, called Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), will check on how government agencies handle employees in specific areas of human resource management such as recruitment and selection, rewards and recognition, performance management, and learning and development.

The launching of the PRIME-HRM, was one of the major activities in the 2014 Human Resource Symposium attended by human resource officers in the public sector. The learning event was conducted by the Civil Service Commission’s Civil Service Institute with the assistance of the Australian Government through the Philippines Australia Human Resource and Organisational Development Facility.

CSC Chairman Francisco T. Duque III said that given the increasing demands on public service, state employees should be provided with the necessary tools and handles for them to meet public expectations.

“Viable human resource systems are the key to making the government workforce effective and efficient, and with the ASEAN Integration in 2015, competitive as well,” Chairman Duque pointed out.

He added that “We should ensure that our approach to managing the country’s most important assets, its human resource, is developmental, and at par with international standards.”

The conduct of an annual symposium for human resource officers in government is part of CSC’s efforts in improving their skills and competencies to better manage people in their respective organizations. This year’s roster of speakers includes local and international luminaries in human resource and organization development. Leading the roster of international speakers were Ong Teong Wan, Chairman and Managing Consultant, ManagementWise of Singapore; Professor Endang Wirjatmi Trilestari, M.
