Outstanding public servants semi-finalists released

The Civil Service Commission (CSC) released the names of semi-finalists of the 2014 Search for Outstanding Public Officials and Employees.

“We are pleased to announce that 11 individuals and two groups made it to the Presidential Lingkod Bayan Award shortlist, eight individuals and three groups for the Civil Service Commission Pagasa Award, and 15 individuals qualified as semi-finalists of the Dangal ng Bayan Award,” said CSC Chairman Francisco T. Duque III.

The Presidential Lingkod Bayan Award is conferred to an individual or group of individuals for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest and national security.

Semi-finalists of the Presidential Lingkod Bayan Award are: Philippine Air Force (PAF) 205th Tactical Helicopter Wing Commander Rolando M. The Dangal ng Bayan Award is conferred to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of the employee’s observation of the eight norms of conduct under Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The annual Search for Outstanding Public Officials and Employees seeks to recognize exemplary employees in the civil service.

Lingkod Bayan awardees will receive a cash prize of PHP200,000, a gold-gilded medallion, and a plaque containing the citation and signature of the President of the Philippines. Dangal ng Bayan awardees will receive a cash prize of PHP200,000 and trophy designed by National Artist for Sculpture Napoleon V. Abueva. Pagasa awardees will receive a cash prize of PHP100,000, gold-gilded medallion, and a plaque containing the citation and signature of the CSC chairman.

The Civil Service Commission (CSC) encourages agency heads to forward their PRAISE (Program on Awards and Incentives for Service Excellence) awardees as nominees to the 2014 Search for Outstanding Public Officials and Employees.

Deadline of nominations to the 2014 Search is on March 31.

The local rewards mechanism of government departments or agencies dubbed as PRAISE recognizes an employee’s outstanding work performance in his/her agency or his/her idea or invention that improved government operations.

Over the years, agencies have been CSC’s partners in searching for public service exemplars as they are responsible for nurturing the culture of ethics and excellence among their employees. The Commission sees the agencies’ pool of PRAISE awardees as a potential source of nominees to the Search.

The Search for Outstanding Public Officials and Employees forms part of CSC’s Honor Awards Program (HAP). There are three award categories.

CSC enjoins government offices to create panel to review performance

“Performance management is a critical indicator of good governance as it tells if a government agency is doing well in delivering public services.”

This was underscored by Civil Service Commission (CSC) Chairman Francisco T. Duque III as the CSC issued a directive to all government agencies to create a Performance Management Team (PMT) within their respective offices that will monitor and review the implementation of the Results-Based Performance Management System or RBPMS.

RBPMS is a mechanism designed to establish a unified and integrated performance management system across all departments and agencies within the executive branch of government.

“The creation of the PMT is also aligned with the requirements of the Strategic Performance Management System (SPMS), a performance indicator that focuses on performance results that are reviewable and are based on scientific and verifiable parameters in assessing organizational performance and the collective performance of individuals within the office,” explained Chairman Duque.

Under CSC Memorandum Circular No. 8, s. 2013, the PMT shall be composed of an executive official designated by the head of agency as chairperson, a human resource management officer, a planning officer in charge of organizational planning, a finance officer, and a representative of the employees’ union. If there is no accredited employees’ association, a rank-and-file representative may be chosen through a general assembly.

The PMT shall set targets; ensure the alignment of the budget with work distribution; recommend approval of the performance commitment; act as appeals body and final arbiter for performance management issues; identify potential top performers and provide inputs for the grant of awards and incentives; and adopt necessary rules, procedures, and strategies in carrying out its duties.

The harmonized RBPMS and SPMS will be used as basis in determining performance-based allowances, incentives, or compensation of government officials and employees. q
